Hi all,
I must have forgotten to send this earlier this year. The following was unanimously passed as
a recommendation for council consideration and action.

The NMTAB recommends that Council adopt a Complete Streets policy and
implementation plan. We request that the adoption of the Complete Streets policy
satisfy the requirements of the Washington State Complete Streets legislation.
NMTAB further recommends that policy and implementation be included in the
process of updating the Comprehensive Plan.
The NMTAB further recommends that Council facilitate implementation of the Non-
Motorized Transportation Plan by prioritizing projects that implement Complete
Streets, given the role that active transportation plays in the fiscal, public, and
environmental health of a community.
Complete Streets incorporate the needs of anyone walking, biking or using transit. An
effective transportation plan is collaborative, integrative among all jurisdictions,
organizations and user groups. And that creating an equitable, capable and effective
public transportation is a fundamental piece of a walkable, liveable, and healthy
community.
The broad recommendation is to accelerate active transportation investment as a
significant piece in solving the following:

• access issues for all;
• safe routes to school;
• health, fitness and the obesity epidemic;
• climate and greenhouse emissions goals;
• commercial and residental sprawl;
• housing costs;
• storm water quality;
• wildlife corridor needs.
In summary, NTMAB asks that Council:
*adopt a Complete Streets policy and implementation plan;
*that Complete Streets policies and implementation be integrated into the
Comprehensive Plan update.
*that quality transit be elevated from its current low priority status.
