Re: Recommendations for changes to Comprehensive Plan Goals and Policies
Madame Chair and Commission Members;
The Parks, Recreation and Trees Advisory Board has reviewed the sections of
Element IV. Land Use Goals and Policies that are relevant to parks, recreation
and open space and that are included in the 2014 Parks, Recreation and Open
Space Functional Plan. The following changes are recommended. Underline is
insertion, line-through is delete. Guidance is in brackets, italicized.

Recommendations:
[The Olympic Discovery Trail is no longer proposed, but is actively in progress. The
Quimper Wildlife Corridor has been established, but effort continues in order to
expand it. Trail system development should actively avoid degradation of
functioning urban wildlife corridors.]
Policy 3.6: Coordinate with Jefferson County to identify and designate open space
corridors and trails within and between urban growth areas, as required under the
GMA.
3.6.1 Integrate the open space and trails network with the pFepesed Olympic Discovery
Trail.
3.6.2 Support the expansion of a Quimper Peninsula
wildlife and open space corridor.
Policy 3.7: Identify existing unopened rights of way, utility corridors and drainage
corridors for use in developing the trails system. Design trails in a manner which
allows the corridors to function as with minimal degradation of urban wildlife
corridors.
['Comprehensive Open Space and Trails Plan'does not apparently exist. This is presumed to
refer to the Nonmotorized Transportation Plan.]
Policy 3.13: Prohibit the use of off-road vehicles on public trails designated in the
COMPFeheRGiVe ( PeR SpaGe and Tr-PiIc Pi-ar Nonmotorized Transportation Plan.

['Recreational'is more comprehensive than 'athletic'and encompasses both active and passive
pursuits. Maintenance should be explicit. 'Fenced, off-leash dog parks'are a high community
priority in recent surveys and in the 2014 Parks, Recreation and Open Space Functional Plan
and as such, should be added to the list of facilities provided.]
4.1.2 Provide and maintain a wide range of recreational a#hletIG facilities such
as: dog parks: tennis courts; baseball and softball fields; gymnasiums;
swimming pools; multi-purpose fields for soccer and general outdoor play;
volleyball courts; and a golf course.
4.1.3 Provide and maintain a wide range of passive recreation opportunities within the parks
system (e.g., nature walks, picnic areas, bird-watching, observation areas).
[Although the Plan explicitly discusses collaboration with the School District and County, it does
not name other jurisdictions that the City may already collaborate with or could collaborate with
in the future. For example, the City had a lease agreement with the Port for 30 years for Kah Tai
Lagoon Nature Park uplands. The wording here is recommended to be less explicit and
therefore more inclusive of other jurisdictions or private entities such as nonprofits that may
seek future collaborations.]
Policy 4.11: Develop working relationships with other entities that have a shared
goal of improving recreational opportunities in Jefferson County which will serve
