Thank you, Scott G. Walker, Chair of NMTAB; not the governor of WI City Council, An effective transportation plan is collaborative, and integrative among all jurisdictions, organizations and user groups. A "Complete Streets” policy would incorporate the needs of anyone, whether driving, walking, biking. As well, creating an equitable, dependable and effective public transportation is a fundamental part of a walkable, liveable, and healthy community. The NMTAB recommends that Council adopt a Complete Streets policy and implementation plan. We request that the adoption of the Complete Streets policy satisfy the requirements of the Washington State Complete Streets legislation. NMTAB further recommends that policy and implementation be included in the process of updating the Comprehensive Plan. The NMTAB further recommends that Council facilitate implementation of the Non- Motorized Transportation Plan by prioritizing projects that implement Complete Streets, given the role that active transportation plays in the fiscal, public, and environmental health of a community. PC - 13 Our broad recommendation is to accelerate active transportation investment as a significant part in solving the following: • access issues for all; • safe routes to school; • health, fitness and the obesity epidemic; • climate and greenhouse emissions goals; • commercial and residental sprawl; • housing costs; • storm water quality; • wildlife corridor needs. In summary, NTMAB asks that Council: *adopt a Complete Streets policy and implementation plan; *that Complete Streets policies and implementation be integrated into the Comprehensive Plan update; *that quality transit be elevated from its current status.
