Community Feedback from Transition and
Community Resilience Public Events Held in June
2015
Introduction
A series of public forums focused on community resilience and well-being were held in Port
Townsend from June 16 – June 20, 2015. The events were co-hosted by Local 20/20 and
Collective Impact, with co-sponsors including the City of Port Townsend, Firefly Academy
Preschool, and Thunderbull Productions. Per the agreement between the City of Port Townsend
and Local 20/20, this report summarizes the feedback received at these events, specifically with
respect to the city’s Five Key Issues, which are: Planning for Transition and Community
Resilience; Housing; Jobs; Quality of Life for all Ages; Transportation Options.
As a requirement by the City of Port Townsend for its sponsorship of the public forums, a
Memorandum of Understanding (MOU) was signed by the City and Local 20/20 requiring
execution of certain requirements by Local 20/20 to be delivered by June 30 (see below). Local
20/20 has collated the comments documented on flip charts during the meetings and has
condensed them into the City’s 5 Key Issues within each forum as an integral part of this report.
We have attempted to provide as accurate a count of Transition Workshop attendance as
possible given the fact that not all attendees signed in. We took head counts of attendance and
though certainly we missed counting a few late-comers, we feel our counts to be as accurate as
possible. We also tried to gauge the generational mix of attendees as possible. The Local 20/20
Steering Council would like to thank the City of Port Townsend for your gracious support and
sponsorship of the Transition Town forum series. We enjoyed working with you and would like
to extend a special thanks to David Timmons, Lance Bailey, Judy Surber, Joanna Sanders, and
the other staff that helped make this a successful week. We also thank the City Council and
especially those who joined us on Thursday evening for the Public Policy/Grassroots workshop:
Bob Gray, Michelle Sandoval, David King, and Kris Nelson.

Intergenerational Summit (6/16, Port Townsend Community
Center)
The focus of this forum, the first in the series, was to bring together local residents across
generations to envision what we might collectively want to see for the future of our community.
This forum had the most diverse mix of age groups of any other forum, with approximately
30% of the more than 80 participants being younger folks aged 35 and younger. A great deal of
creative energy was generated by starting with a hand painted mural done by one of the
younger participants, Rowan Hotchkiss. The mural depicted our city of the future, with wind
turbines in the foreground, and was used in each of the remaining forums during the week.
Issues discussed in this forum ranged from jobs and education opportunities to the interface
between the generations represented in this community. Participants were asked to consider
and respond to the challenges we face in the next twenty years (current generations), 80 years
(next generations), and seven generations forward time frames as do native societies. Below is
a list of vision statements that the participants shared that evening.

Representatives from the local Ecumenical Council and other faith community leaders as well
as local educators and academics were invited to this workshop on how local religious
organizations and the education community can best work together and with the public to
stimulate discussion and action toward community self-reliance and resilience.
More than 50 participants, including religious leaders and interested members of the faith
community joined with retired and active educators and the public to talk about how to face the
near future climate, economic, and spiritual challenges as a community. There was discussion
of how faith organizations are addressing big issues like climate change, community resilience,
and social challenges. The points of discussion in this forum were similar to the other forums,
and the details were not retained.
Public Policy Makers/Grassroots (6/18, Port Townsend
Community Center)
The purpose of this forum was to bring local elected policy makers and key policy staff members
together with grassroots organization leaders and individuals, as well as the public, to discuss
more effective ways to communicate and support one another to create a sustainable and
resilient future for Port Townsend and Jefferson County. Over 90 people of a diverse age range
attended, including 12 elected officials and 3 staff from the City, County, Port, PUD, and
Hospital board. The questions discussed included: What are the issues we must address and
how will we address them to make this livable thriving community? What are the Challenges to
Building Community Resilience? How do we have the Conversation? What are the Possible
Next Steps/Town Comprehensive Plan? The comments received are summarized below.

Community Summit(6/20, Port Townsend Community Center)
The intent with this forum was to pull all the issues, concerns, ideas, and solutions together to
create a framework for moving the community forward toward a shared vision. More than 50
people engaged in this workshop, including representatives from a number of local
organizations. The workshop started with an opportunity for participants to add to the list of
county-wide accomplishments that had been drafted. There was then a breakout session where
the participants self-selected into smaller groups to discuss how Energy, Economy,
Environment and Health, and Equity were important to local resilience, and then reported back

to the larger group. The forum culminated in an Open Space Forum where anyone could
propose an idea for a discussion group. 13 ideas were presented, and participants then self-
selected to attend the discussion groups of interest, with a report back at the end. The feedback
from these various activities on Saturday have been organized into the five focus areas, and
then organized into 3 types: Ideas, Comments, and Accomplishments.

The series of public events held in June 2015 through the collaboration of Local 20/20, the City
of Port Townsend, Collective Impact, Firefly Academy Preschool, and Thunderbull Productions
resulted in a wide range of input related to the City of Port Townsend’s five focus areas for the
Comprehensive Plan Update, as described above.
