HomeMy WebLinkAbout012215 CITY OF PORT TOWNSEND MINUTES OF THE PLANNING COMMISSION REGULAR SESSION OF JANUARY 22, 2015 CALL TO ORDER The Port Townsend Planning Commission met in regular session on January 22, 2015 in the Council Chambers at 540 Water Street. The meeting was called to order at 6:30 p.m. by Chairperson Monica Mick-Hager. ROLL CALL Commissioners present at roll call were Monica Mick-Hager, Jack Range, Nan Evans, Dwight Nicholson, and Douglas Frick with Kirit Bhansali excused. Staff members present were Planning Manager/Senior Planner Judy Surber, and Deputy City Clerk Kelly McLaughlin. ACCEPTANCE OF AGENDA Chairperson MickHager added one item to Old Business — update on the Planning Director Recruitment. APPROVAL OF MINUTES - NONE GENERAL PUBLIC COMMENT - NONE NEW BUSINESS - NONE OLD BUSINESS Expansion of Applicability of Planned Unit Development Provisions Ms. Surber requested Commission guidance on staff ideas regarding the proposal to Amend PTMC Chapter 17.32 Planned Unit Developments to add Commercial Manufacturing Planned Unit Developments (CM-PUDs) as outlined in her memo to Planning Commission dated January 8, 2015. Based on the input provided by the Planning Commission, Surber will continue drafting amendments with the following information: • Research pros and cons of minimum lot sizes in a CM-PUD • Allowing Planning Director to make determination regarding uses not listed in a table Planning Commission Meeting January 22, 2015 Page 1 of 2 • Allowing split zoning • Allowing density bonuses similar to a residential PUD • Allowing increased floor ratios for businesses providing jobs over certain wages, or for pedestrian friendly orientation • Not requiring a second story • Providing off street parking • Encouragement of innovative design 2016 Growth Management Periodic Update (Trends Data Discussion) Ms. Surber reported that consultant Eric Toews is working to finalize his list of trends data for "Port Townsend Then and Now" that will be reviewed with the Technical Group. Work Groups will be scheduled to consider revisions in the specified categories of: Land Use; Housing; Transportation; Capital Facilities/Utilities; and Economic Development. Planning Commission members cited a number of items they would like to see considered in the Updates and were encouraged to bring these forward in their Work Groups. Status of Planning Director Recruitment Ms. Surber announced that Lance Bailey has been hired for the position. It was noted that Planning Commissioners Frick and Bhansali served on the interview panels for the new Planning Director. UPCOMING MEETINGS No meetings were scheduled for February.
