MITIGATED THRESHOLD DETERMINATION OF NON-SIGNIFICANCE
(MDNS)
Description of Proposal: Construction of a municipal filtration and chlorination water
treatment facility on a 12-acre City-owned site. Approximately 5.2 acres will be cleared
for the planned work with approximately 1 acre being converted to impervious surface
(building plus asphalt). On-site portions of the completed project include a new 6,600
square foot building together with on-site parking, landscaping, storm drainage, water,
sewer and power service. Also planned are the installation of process piping, membrane
filtration units, chlorination appurtenances and storage, mechanical screens, pumps, flow
meters, electrical systems, and backup power supply. Construction on and off the project
site will incorporate approximately 3,000 feet of sewer and water line, City utility
communication system upgrades, perimeter fencing of the facility, and underground
power extensions.
Off-site, the project anticipates the continuation of hard surfaced improvements along the
south half of 20'h Street (from Howard Street to the project access road entrance). In
addition, gravel construction access improvements are anticipated along Rainer Street
(south of the site to its intersection with Discovery Road) and include relocation of the
existing multi-modal trail to the eastern side of the City property. Project work within
these off-site right-of-way corridors requires review and permitting under the City's
critical areas ordinance due to the presence of confirmed wetland buffers within and/or
adjacent to them.

Location/Legal Description:In general, the Drinking Water Treatment Facility building
would be located west of Howard Street and south of 20th Street. The City's main water
reservoir and stand pipe, addressed as 2011 20th Street, lies immediately west of the
Drinking Water Treatment Facility site. The planned off-site improvements are along
20th Street (adjacent to an existing half-section of pavement) and within the Rainer Street
right-of-way lying north of Discovery Road. The Jefferson County Assessor's parcel
number for the project site is 001-091-001, which is located within Section 9, Township
30N, Range 1 W, W.M. A full legal description for the project site is on file with the
City.
Lead Agency:City of Port Townsend, Development Services Department
The lead agency for this proposal has determined that it does not have a probable
significant adverse impact on the environment, so long as certain mitigation measures are
adhered to. An environmental impact statement (EIS) is not required under RCW
43.21C.030(2)(c). This decision was made after review of a completed environmental
checklist and other information in file with the lead agency. This information is available
to the public on request.
This Threshold MDNS is issued under 197-11-350; the lead agency will not act on this
proposal for 15 days from the date below. Comments or a written statement appealing
the threshold determination must be filed with the Development Services Department by
4:00 p.m., April 30, 2015.
