HomeMy WebLinkAbout102314 CITY OF PORT TOWNSEND MINUTES OF THE REGULAR SESSION OF OCTOBER 23, 2014 CALL TO ORDER The Port Townsend Planning Commission met in regular session on October 23, 2014 in the Council Chambers at 540 Water Street. The meeting was called to order at 6:35 p.m. by Chairperson Monica Mick-Hager. ROLL CALL Commissioners present at roll call were Monica Mick-Hager, Dwight Nicholson, Jack Range, Nan Evans, and Kirit Bhansali with Gee Heckscher, and Douglas Frick excused. Staff members present were Community Services Director Rick Sepler, Planning Manager/Senior Planner Judy Surber, and Deputy City Clerk Kelly McLaughlin. ACCEPTANCE OF AGENDA Motion: Jack Range moved to approve Kirit Bhansali seconded. Vote: motion carried unanimously, 5-0 by voice vote. APPROVAL OF MINUTES - OCTOBER 9, 2014 Motion: Kirit Bhansali moved to approve the October 9, 2014 Minutes with the addition of a semi colon after Bhansali's name in the roll call. Nan Evans seconded. Vote: motion carried unanimously, 5-0 by voice vote. GENERAL PUBLIC COMMENT - NONE NEW BUSINESS - NONE OLD BUSINESS 2014 Comprehensive Plan Amendments- Revised Findings & Conclusions Planning Manager/Senior Planner Surber summarized the Findings that were revised based on the Commission's discussion and action at the October 9 meeting. She added that all references to the Resource Conservation Office will be changed to Recreation and Conservation Office. Motion: Nan Evans moved to approve Findings, Conclusions and Recommendations for the 2014 Comprehensive Plan Docket as identified in the October 23, 2014 memorandum, with an additional clarifying sentence to be added on page 16 after line 26 to read "The Planning Commission did not accept the recommendation for two additional trails."Kirit Bhansali seconded. Planning Commission Minutes October 23, 2014 Page 1 of 2 Vote: motion carried unanimously, 5-0 by voice vote. 2016 GMA Periodic Update - Developing the Planning Commission Assessment Chairperson Mick-Hager and Commissioner Evans reported on their discussions with City Council members in an effort to begin developing common topics and visions for the 2016 Comprehensive Plan updates. Planning Manager/Senior Planner Surber presented a memo from Cascadia Community Planning Services outlining the requirements, assumptions and suggested amendment options for the Planning Commission's update process. Community Services Director Sepler facilitated a discussion regarding the existing attributes and values of the community. Challenges to retaining the attributes and possible solutions were suggested. These ideas will provide initial guidance toward developing possible amendments. Community Services Director Sepler is leaving employment with the City at the end of this month, and he reported that additional staff will be added to work with consultants, the Planning Commission, and the public as the plan develops. A Department of Commerce Grant provides some funding for the process. OTHER BUSINESS - NONE UPCOMING MEETINGS (SEE CALENDAR ON BACK OF AGENDA) The next meeting is scheduled for November 13, 2014.
