a. Unique project name: Port Townsend Paper Corporation Potable Water
Connection and System Consolidation
b. The name and identification number of the existing Group A public water systems
involved in the consolidation activity, including the applicant if the applicant is a
Group A water system: City of Port Townsend 69000R and Port Townsend
Paper Corporation 16320A.
c. The type of consolidation activity to be pursued (for example, "Pay connection
fee(s)" or"Fund a feasibility study"): Funding will be used to complete
preconstruction activities including: design of the water line connection
and backflow prevention system, permitting fees, environmental review,
cultural and historical review, and preparation of bid documents.
d. The estimated cost: $30,000
e. General description of the final outcome of consolidation activities if the proposed
activities and objectives were actually implemented and achieved: This project
will ensure that the 300 employees and visitors to the Port Townsend Paper
Mill receive safe, adequately treated potable drinking water. The grant will
fund the design and engineering for a water system connection between
the City of Port Townsend water distribution system, currently serving a
population of 9,954, and the Port Townsend Paper Corporation potable
water system, serving approximately 300 employees. The connection will
consolidate the mill water system as a direct service customer of the City
of Port Townsend system. The City will be applying for a 2015 Drinking
Water State Revolving fund match grant for the system consolidation.
f. Narrative describing the level of interest and expected level of participation of
each public water system participating in the proposed consolidation activity.
Include any agreement-in-principle, interlocal agreement, or other written
documentation indicating an intent to complete the consolidation. Both the City
of Port Townsend and Port Townsend Paper Corporation (Mill) have
committed to consolidating the water systems (see attached letter). The
City's 2014 Water System Plan identified the need for the connection to
provide the Mill adequately treated water. The point of treatment at City

Lake, which currently serves both the City and Mill,will be replaced with a
water filtration treatment facility within the City of Port Townsend. A letter
of commitment from the Mill for the consolidation is attached. The City will
be submitting a DWSRF application for final construction of this project,
and the Mill will be a cooperating partner in that effort. The Mill will be de-
activating their non-complaint potable water system connection as part of
this project.
g. The health, safety, sustainability, and/or water system compliance issue(s) that
would be solved through consolidation of water systems or water system
ownership. The Port Townsend Paper Corporation water system currently
does not receive adequate treatment for the Surface Water Treatment Rule
(SWTR) and Long Term 2 Enhanced.Surface Water Treatment Rule
(LT2ESWTR) compliance. The City of Port Townsend is constructing a
water filtration treatment facility that will be operational by October 2016
which will provide adequately treated water for the mill potable
requirements.
h. Water system planning status (for example, "A water system plan has been
approved by us within the last 6 years"; or"A Small Water System Management
Program has been approved by DOH"). A City of Port Townsend water
system plan was approved by the DOH in 2014.
