NOTICE OF PUBLIC HEARING CONCERNING PROPOSED 2014
AMENDMENTS TO COMPREHENSIVE PLAN, LAND USE MAP, ZONING
MAP, AND IMPLEMENTING REGULATIONS
On Monday, December 8, 2014 at or about 6:30 p.m., the Port Townsend City Council
will continue the public hearing on an Ordinance adopting the 2014 Comprehensive Plan
Amendment Docket. The public hearing will take place in City Council Chambers on the
second floor of City Hall, 540 Water Street, Port Townsend. All interested parties may
appear at the hearing. Council will reopen public testimony to allow for public comment
narrowly on the Council's proposed modifications to the amendments as further

2014 Comprehensive Plan Amendment Docket:
Item 1. Jefferson Transit Rezone (LUP 14-010)—Jefferson Transit Authority(TTA) owns
approximately 3.5 acres of land at the corner of SR-20 and Hancock Street currently
designated Public Infrastructure(P-I). While the original request was to change the Land Use
and Zoning on approximately 3 acres of the site to General Commercial(C-II), specifically,
Blocks 261 and 280 and portions of vacated Fourth and McClellan Streets all within the
Supplemental Plat to the Eisenbeis Addition, Council is considering C-II on Block 261,
Lots 1 and 2 of Block 280, intervening vacated Fourth Street and abutting vacated
McClellan; R-II on Block 280 and abutting vacated McClellan Street. Assessor Parcel
Nos: 948-326-001, 948-326-104, 948-328-001, 948-328-101.
Items 2&3. Kah Tai Lagoon Park Policy & Reassess Decatur Street Trail (LUP11-
015) (LUP11-055)—Council is considering a new parks and recreation policy to the
Land Use Element of the Comprehensive Plan regarding Kah Tai Lagoon Nature Park
that would blend language suggested by Mr. Rick Jahnke/Friends of Kah Tai(Item 2)
and Alternative Language as suggested by city staff(Item 3). The blended language
would increase existing protections for the park. In regards to the Decatur Street multi-
use trail designation shown in the Non-Motorized Transportation Plan, Council is
considering eliminating the proposed trail along the easterly shoreline of Kah Tai
between Clay and Blaine Streets and easterly on Blaine to Kearny Street. Assessor's

Item 6. Beech Street Property Rezone (LUP14-028) The original proposal was to change
the land use designation and zoning of approximately .88 acres of City-owned land from
POS(B) (Public/Mixed Use ) to P/OS (Existing Parks and Open Space). Council has
indicated support of the Planning Commission's recommendation to retain the existing
POS(B) designation, however, Council proposes modified findings and conclusions. The
land is generally located on the westerly side of Beech Street,between M and P Streets.
