Regular Meeting

Call to Order
The meeting was called to order at 4:35 p.m. Board members present were Chair Rosemary
Sikes, Debbie Jahnke, Ron Sikes, Jim Todd, and Ed Robeau, with Jason Cecil arriving at 4:45
p.m. Staff present were Public Works Director Ken Clow and Deputy City Clerk Joshua Stecker.
Changes to the Agenda
Follow-up on the PUD New Tree Trimming Policy was moved to before Visitor Comment.
Approval of Minutes
The minutes of the August 26, 2014, Regular Meeting were approved with typographical
changes.
Public Utility District No. 1 of Jefferson County (PUD) Tree Trimming Policy
PUD Director Jim Parker and Public Power Supervisor Kevin Streett outlined the PUD's
proposed Tree Trimming Policy. The PUD will not have an arborist on staff, but will train their
employees in utility tree trimming procedures. The board again recommended to Council that
the PUD work within the ANSI A300 standards. Jason Cecil acknowledged that certain stylistic
aspects of the ANSI A300 standards would not be feasible for PUD goals and exceptions would
have to be made. Mr. Cecil offered to provide training to PUD workers and PUD staff expressed
a willingness to receive training while pilot testing their tree policy with City limits.
Visitor Comments
Doug Campbell suggested designating the Pierce, Van Buren, and Benton Street road ends as
parks. Debbie Jahnke will look into ownership of the proposed locations for the board to
consider adding to the next Parks Plan.
Leonard Zweig commented on leash laws.
Linda Smith commented on leash laws and Sather Park. Rosemary Sikes will recommend staff
look into removing unauthorized gates from Sather Park.
Margaret Lee commented on leash laws and Kah Tai Park benches.
Work Parties
Debbie Jahnke will send a letter to the students of Swan School to thank them for their weeding
work at the Bell Tower.
The Parks, Recreation and Tree Advisory Board will work with the Non-Motorized
Transportation Advisory Board on trail maintenance at Kah Tai Park on September 27, 2014.
Camping Brochure
Rosemary Sikes will work with Peach Stebbins to recommend an update to the City's brochure
on camping facilities.

Leash Law Subcommittee Report
Debbie Jahnke provided a handout of background information on the current leash laws. The
board asked for clarification to be stipulated between off-leash areas and off-leash parks. Ms.
Jahnke will incorporate the board's suggestions into another draft and bring it back to the next
meeting.
Board Comment
Debbie Jahnke will notify the Washington State Department of Natural Resources of cleanup
activities at Kah Tai and Sather Parks for their Urban Forestry Month report.
Next Meeting
The next regularly scheduled meeting will be on October 28, 2014. Ed Robeau will be absent.
