HomeMy WebLinkAbout080714 NON-MOTORIZED TRANSPORTATION ADVISORY BOARD MEETING MINUTES DATE: August 7, 2014 START TIME: 4:30 p.m. LOCATION: City Hall, Conference Room 1 MEMBERS PRESENT: Scott Walker, Lys Burden, Richard Dandridge, Jolly Wahlstrom, Pat Teal MEMBERS EXCUSED: Tim Eaton STAFF PRESENT: City Engineer David Peterson, Project Manager Tyler Johnson, Deputy City Clerk Joshua Stecker Call to Order: The meeting was called to order at 4:37 p.m. Approval of Minutes: Minutes of July 3, 2014 were unanimously approved Trails Matrix: Lys Burden reported that there has been no meeting on the trails matrix project. She and Jolly Wahlstrom will try to meet with Judy Surber to clarify the project. Trails RTP Grant: Debbie Jahnke updated the board on the RTP grant status noting that back country trails were preferred but the proposed project should qualify for the grant. Tyler Johnson should be able to provide better maps to strengthen the grant application. Howard Street Project: City Engineer David Peterson provided plans and drawings detailing the proposed roadway for the Howard Street Project including a 10 foot two-way bike lane with a four foot buffer between the bike lane and vehicle traffic. Pervious asphalt and concrete will be used to help with drainage issues. The terminus at 20th Street is uncertain and the project may only be funded through a roundabout at Discovery Road. Striping Issues: David Peterson reported that a no-passing stripe will be added to Hastings between Howard and Spring Streets at the minimum length of 1,000 feet. The striping will be left on Umatilla Street for now. The board expressed concern that adding too many sharrows around town may decrease their effectiveness and recommended starting with just the one planned for the Hastings hill climb. Vegetation Overgrowth: David Peterson informed the board that the City can address a handful of specific vegetation issues at a time. Scott Walker or Jolly Wahlstrom will provide a short list of priority projects. Right of Way Issues —The City secured a 10 foot wide right of way for the Spruce Street/Chestnut Street trail. Tyler Johnson will look into designs for a 6 foot privacy fence to be built on the landowners' property. Property line markers will need to be put in place. Sherman Street Ditch Culvert—Tyler Johnson will arrange delivery of gravel to the ditch location. Trail Project—The September Trail Project may include vegetation maintenance at Blue Heron and on Cleveland between 19th & 17th Streets, and the potholes at Kah Tai Park (Tyler Johnson needs to provide 1 load of quarry fines). DASH Maps — Pat Teal would like to update the DASH maps with curb cuts and restroom locations in September or October. Grant funds are available. Member Recruitment— Jolly Wahlstrom will look into adding flyer boxes at trailheads to recruit new volunteers. Safe Routes to School —The Development Services Department is working on the Safe Routes to Schools Grant Application Port Townsend Loop Map — Scott Walker will explore alternate routes through paper mill property. Politicians Ride —The board will address taking local politicians on a ride to discuss enforcement issues at a future meeting. Adjourn: The meeting adjourned at 5:56 pm.
