RESOLUTION NO. 14-048
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND,
WASHINGTON AUTHORIZING THE CITY MANAGER TO EXECUTE
PROFESSIONAL SERVICES AGREEMENTS FOR A RIGHT OF WAY APPRAISER
AND A REVIEW APPRAISER FOR THE HOWARD STREET EXTENSION PROJECT
WHEREAS,the Howard Street Extension Project from Sims Way to Discovery Road is
on the City Council 3-Year Strategic Plan for both its economic development and traffic
management benefits and it has been a high priority on the City's Transportation Improvement
Program (TIP) for several years; and
WHEREAS,the Howard Street Extension will eventually extend from the roundabout on
Sims Way to 20th Street and from there connecting north on existing Howard Street to Hastings
Avenue; and
WHEREAS,the 2014 Capital Improvement Program Budget includes funding for right
of way appraisals and negotiations required for extending Howard Street from Sims Way to
Discovery Road; and
WHEREAS,the Howard Street Extension is scheduled for construction in 2015 and, in
order to meet that schedule, staff must begin right of way appraisals, negotiations and review
appraisals; and
WHEREAS, City staff have received proposals from right of way appraisal consultants
and are completing their review of the proposals and will select both appraisal and appraisal
review consultants; and
WHEREAS,the proposals include budgets for the appraisal work and this work can be
completed within adopted CIP budgets.
NOW, THEREFORE,BE IT RESOLVED by the City Council of the City of Port
Townsend hereby authorizes the City Manager to negotiate and execute contracts with a right of
way appraiser and a review appraiser for the Howard Street Extension project, all within the
adopted 2014 capital budgets for the project.
