The Library will be re-opening in the Carnegie
facility for regular library hours 1-5 p.m. on Sun-
day, August 3. There will be a quiet celebration
of our move home on that day featuring music,
door prizes and tours. From 2-3 p.m. there will
be a book signing for the just-released history
of the Port Townsend Library, 100 Years in the
Carnegie Library by Christopher Clow .
2nd Annual All County Picnic
Sunday, August 17, 11 a.m. to 4 p.m.
Held at HJ Carroll Park in Chimacum, the Picnic is
on its way to becoming a Jefferson County tradi-
tion. Brought to you by Local 20/20 and the De-
partment of Emergency Management, the Picnic
promises to be fun while heightening awareness
of local emergency resources.

Informational tables and “Tent
Talks” will focus on various aspects of emer-
gency preparedness, response and recovery
New this year is a demonstration area hosted
by Labor Leaders and Cedar Root Folk School
and an EP Marketplace selling emergency
preparedness supplies.
The ability to deal effectively with a crisis is largely
dependent on the structures and relationships that
have been developed before an emergency. The
Picnic hopes to strengthen the relationships that
make the entire community more resilient.
Everyone is strongly encouraged to carpool. Bring
a water bottle and perhaps a shopping bag. Sor-
ry, no alcohol and no dogs. The All-County Picnic
is a FREE event made possible by the generosity
of its municipal and financial sponsors. A special
thank you goes out to the Port Townsend Paper
Company, Jefferson Health Care and the Port
Townsend Rotary.
There’s no lengthy column from the
Mayor this month. I was busy in the
first half of July with family visits and a
full City agenda, and in Canada on va-
cation for the second half. My apolo-
gies to those few of you who are not celebrating
after wading through last month's weighty tome
on the Mountain View project. I'll try to make up
for it in September.
But I’ve got time for a plug:
A major distraction competing with Newsletter
work was our annual attendance at Fiddle Tunes
in July. Centrum’s festivals are having another
great year and Fort Worden’s transition to joint
management by State Parks and the Fort
Worden PDA appears to be working smoothly –
which is to say invisibly from the visitor’s per-
spective. The new front desk for accommoda-
tions in the Commons looks like part of the origi-
nal design.
Shopping locally has a particular benefit at Fort
Worden. Their lease agreement with State Parks
stipulates that the Fort Worden PDA sell
$250,000 worth of Discover Passes annually.
Any shortfall must be made up from other reve-
nues. Even though one doesn't need a Discover
Pass now to visit the campus area, it's required
at the beach and at other state parks. I renewed
our Discover Pass at the Fort Worden Commons
in June and I encourage everyone who cares
about the Fort’s future to do the same.

Vendor Selected to Provide New Water Filtration Systems
Evoqua Water Technologies has been approved by the City of Port Townsend City Council as the pre-
ferred vendor to supply a MEMCOR ultrafiltration membrane system for our new drinking water treat-
ment facility. Three companies participated in the membrane filter system evaluation from February
through May and Evoqua was selected as the most cost effective system. MEMCOR has been manufac-
turing membrane filtration systems for over twenty-five years and Evoqua, headquartered in Alpharetta,
Georgia, is a leader in water and wastewater treatment products, systems and services. City staff will
continue the pilot testing of Evoqua’s filter system through October to examine operation with seasonal
water variations and will begin the engineering and design for the water treatment plant, which is ex-
pected to be operational by the fall of 2016.

care provider or with the School Based Health Center. The
School Based Health Centers are a partnership between Jef-
ferson County Public Health, Jefferson Healthcare and the lo-
cal school districts, providing health care services to meet the
unique needs of adolescents.

Appointments are available 9 a.m. to 3 p.m. Open to any stu-
dent who needs a sports physical. We will bill your insurance
or help you sign up for insurance or pay $45. Call for an ap-

DRINKING WATER NOTICE
August 1, 2014
Purpose of this notification.
The Washington State Department of Health (DOH), after inspecting the watershed and reviewing control
measures in 2013, notified the City that our water system does not have an adequate level of watershed
control. While water quality has not changed, the Department of Health has determined that the water-
shed control program does not meet current department expectations. For drinking water regulatory pur-
poses, the water system is considered to be out of treatment compliance. Chlorine disinfection continues
to provide protection from microbial contaminants, which generally is more than adequate.
Inadequately treated water may contain disease-causing organisms. These organisms include bacteria,
viruses, and parasites that can cause symptoms such as, nausea, cramps, diarrhea, and associated
headaches.
What is being done?
The City is working towards building a new water filtration treatment facility. Pilot testing the selected
membrane filtration system will continue through October 2014 and construction of the new water treat-
ment plant will begin in mid 2015. Until the treatment plant is operational in 2016 you will receive a notice
similar to this every three months.
What should I do?
This situation does not require that you take action, however people with severely compromised immune
systems, infants, and some elderly may want to seek advice about drinking water from their health care
