MITIGATED THRESHOLD DETERMINATION OF NON-SIGNIFICANCE (MDNS)
Description of Proposal: Construction of a new 3-story 47,000 sq. ft. hospital addition onto
the west side of the main Jefferson Healthcare(JHC) structure. To accommodate the new
addition,referred to as the Emergency and Specialty Services (ESS)building, demolition of
the 3-story 1929 building and portions of the 1965 building are planned. The project includes
construction of a new, 918 sq. ft. single-story Central Utility Plant(CUP) on the north side of
the main JHC structure,together with revisions to existing driveway and parking areas.
Project construction staging and storage would occur on vacant JHC property located south
of 7th Street and east of Cleveland Street. Upon completion of the ESS project,the 7th and
Cleveland Street property may be improved to provide a permanent satellite parking area for
JHC use.

Lead Agency: City of Port Townsend, Development Services Department(DSD)
The lead agency for this proposal has determined that it does not have a probable significant
adverse impact on the environment, so long as certain mitigation measures are adhered to.
An environmental impact statement(EIS) is not required under RCW 43.21C.030(2)(c). This
decision was made after review of a completed environmental checklist and other
information in file with the lead agency. This information is available to the public on
request.
This Threshold MDNS is issued under 197-11-350; the lead agency will not act on this
proposal for 15 days from the date below. Comments or a written statement appealing the
threshold determination must be filed with the DSD by 4:00 p.m., August 14, 2014.
