YEAR 2014 COMPREHENSIVE PLAN AMENDMENT DOCKET
(MASTER LAND USE APPLICATION NO. LUP14-019)
On August 27, 2014, at or about 6:30 p.m., the City of Port Townsend Planning
Commission will hold an open record public hearing to consider the 2014 Comprehensive Plan
Amendment Docket. The public hearing will take place in Council Chambers, City Hall, 540
Water Street, Port Townsend. All interested parties may appear at the hearing and provide oral or
written testimony. Written comments may be submitted in advance of the hearing and should be
directed to the City Clerk, 250 Madison Street, Suite 2,Port Townsend, WA 98368.
Upon close of the hearing, the Planning Commission will deliberate and form findings, conclusions
and a recommendation to be forwarded to City Council for final decision.
Proposal: 2014 Comprehensive Plan Amendment Docket - The City of Port Townsend is
considering six Comprehensive Plan Amendments:
Item 1. Jefferson Transit Rezone (LUP 14-010)—Jefferson Transit Authority owns
approximately 3.5 acres of land at the corner of SR-20 and Hancock Street currently designated Public
Infrastructure(P-I). The request is to change the Land Use and Zoning on approximately 3 acres of
the site to General Commercial(C-II), specifically, Blocks 261 and 280 and portions of vacated
Fourth and McClellan Streets all within the Supplemental Plat to the Eisenbeis Addition.
Assessor Parcel Nos: 948-326-001, 948-326-104, 948-328-001, 948-328-101.
Items 2&3. Kah Tai Lagoon Park Policy & Reassess Decatur Street Trail (LUP11-015)
(LUP11-055) - Add a new parks &recreation policy to the Land Use Element of the
Comprehensive Plan regarding Kah Tai Lagoon Nature Park; language suggested by Mr. Rick
Jahnke/Friends of Kah Tai(Item 2) and Alternative Language as suggested by city staff(Item
3). Also, the commission will reassess the Decatur Street multi-use trail designation shown in
the NonMotorized Transportation Plan along the easterly shoreline of Kah Tai. Assessor's Parcel
Nos. include: 948300202-206 inclusive, 948300301, 948300302, 948300304, 948300701,
948302101, 991400601, 991400901, 991400902, 991401701, 991401702, 991402301,
991402501, 991403303, 991403501.
Item 4. Add Fort Worden Goal& Policy (LUP14-029)
Description: The City of Port Townsend proposes goal and policy language to encourage
implementation of a"Master Plan" for Fort Worden State Park. The Master Plan is comprised
of policy and standards documents adopted by Washington State Parks (State Parks)to provide
functional guidance for existing and future uses in Fort Worden. These documents may be
viewed at: 11.11p.-HAw.v.pa i w w� / i /, :Wo d b__]Pat 1. Fort Worden State Park is located
in Sections 25, 26,27, 34, 35, 36; Township 31 North;Range 1 West. The park address is 200 Battery
Way,Port Townsend, WA 98368.
This amendment does not propose new regulations for Fort Worden; it simply supports the master
plan adopted by Washington State Parks.
Item 5. Parkside Park Rezone-(LUP14-027) -Amend the land use and zoning maps to re-
designate approximately 0.5 acres of land from R-II(single-family residential)to P/OS (Existing
Parks and Open Space). Generally located across from Bishop Park on Parkside Drive between
Hancock Street and Memory Lane; Assessor's Parcel No. 932400018, 932400019, 932400020
Item 6. Beech Street Property Rezone (LUP14-028)Prompted by a citizens petition, this item
proposes to amend the land use and zoning maps to re-designate approximately .88 acres of City-
owned land from POS(B) (Public/Mixed Use ) to P/OS (Existing Parks and Open Space).
Generally located on the westerly side of Beech Street,between M and P Streets. Assessor's Parcel
No. 985204401.

Location: All proposals are located within Port Townsend's incorporated City limits,

Mitigated Determination of NonSignificance, Adoption of Existing Environmental
Documents and Notice of Availability of SEPA Addendum:
The following existing environmental document is being adopted:
Determination of Non-Significance (DNS) for Fort Worden Site and Facilities Use and
Development Plan Preliminary Recommendations, June 30, 2008 and the Fort Worden
Guidelines for Rehabilitation Preliminary Recommendations, June 30, 2008 (Issued August
6, 2008).
The lead agency for the 2014 Comprehensive Plan Amendment Docket has determined that, with
proper mitigation, the proposal will not have a probable significant adverse impact on the
environment. An environmental impact statement (EIS) is not required under RCW 43.21C.030
(2) (c). This decision was made after review of the environmental checklist and other
information on file with the lead agency.
This MDNS is issued under WAC 197-11-340; the lead agency will not act on this proposal for
15 days from the date of issuance below.
The lead agency has identified and adopted the document as being appropriate for this proposal
after independent review. The document, augmented by the SEPA MDNS, meets environmental
review needs for the current proposal and will accompany the proposal to the decision maker.
Comment/Appeal Period for the MDNS Expires: 4:00 PM, August 13, 2014. The SEPA
MDNS focuses on environmental impacts. If you wish to address the adequacy of the SEPA
