HomeMy WebLinkAbout14-036 Approval to Prepare a Ballot Measure Resolution Resolution 14-036 RESOLUTION NO. 14-036 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND, WASHINGTON APPROVING PREPARATION OF A BALLOT MEASURE RESOLUTION Recitals: A. On June 9, 2014, the City Council approved in concept the City Manager's recommendation set forth in his June 6, 2014 Memo to move forward with a 15-year strategy at Mountain View and present to the voters in November a ballot measure to fund a voted bond for $4,100,000 with a 15- year tern with a not to exceed levy rate of $0.13/$1,000 of assessed value to provide solutions to a long-term investment at Mountain View. On June 9, Council approved (7-0) Resolutions approving a lease with the School District, and grant agreements with Dept. of Enterprise Services, Dept. of Commerce, and the Dept. of Ecology related to the Mountain View improvements. The approvals were subject to City Council approval of a supplemental budget related to the project, which the City Council is separately considering. B. The City Council now determines it appropriate to have prepared an Election Resolution for the ballot measure recommended by the City Manager. C. Voting to approve this Resolution 14-036 is a process action leading to the preparation of the Election Resolution. A vote for this Resolution 14-036 is not a vote for the Election Resolution, which would require a separate Council vote. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Port Townsend as follows: The City Manager is directed to have Bond Counsel (Foster Pepper, Seattle)prepare an Election Resolution for Council action. The Election Resolution would place a ballot proposition before the voters asking whether the City should issue capital bonds in the approximate amount of$4,100,000, with a 15-year term, not to exceed a levy rate of $0.13/$1,000 of assessed value,to pay the costs of capital projects at Mountain View and other buildings, and levy annual excess property taxes to repay the bonds. The resolution would set an election date for November 4, 2014 and would provide a detailed summary of proposed expenditures.
