RESOLUTION NO. 14-029
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND,
WASHINGTON AUTHORIZING THE CITY MANAGER TO EXECUTE A GRANT
AGREEMENT WITH THE WASHINGTON STATE DEPARTMENT OF ECOLOGY
FOR THE CLEAN DIESEL GRANT PROGRAM FOR REPLACEMENT OF BOILERS
AT MOUNTAIN VIEW
RECITALS:
A. Within the energy service proposal completed by Honeywell as part of the Department of
Commerce 2012 Energy Efficiency Grant through the Washington State's Energy Saving
Performance Contracting Program, Honeywell outlined a series of energy conservation
measures (ECMs) for Mountain View. The individual ECMs add up to the total overall
savings pay back. The replacement of the diesel boilers to propane condensing boilers
are part of the ECM.
B. The Washington State Department of Ecology has a program of grants for reducing diesel
emissions. The City proposed the boiler replacement part of the energy services proposal
as appropriate under the DOE grant program.
C. The City was awarded$300,000 from the Department of Ecology for boiler replacement.
This grant cannot be used to reduce the City contribution under the Department of
Commerce Energy Efficiency Grant. The City and Honeywell therefore added additional
scope to the energy services proposal at Mountain View of adding new insulation and a
new roof to the building, thereby increasing the project budget to approximately $2.8M.
D. The boilers at Mountain View are not only are not energy efficient, they have reached the
end of their useful life.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Port
Townsend as follows:
1, The City Manager is authorized to execute all documents necessary to execute a grant
agreement with the Washington State Department of Ecology for the Clean Diesel Grant
Program for replacement of boilers at Mountain View.
2, This Resolution is contingent on, and the City Manager shall not execute documents
provided by this Resolution until, the City Council's approval of a supplemental budget
that funds the Mountain View improvements and provides for financing of the local share
of the grants for the project budget,
