HomeMy WebLinkAbout040314 OF PORT TOE � ys ti City of Port TownsendwA Meeting Minutes Non-Motorized Transportation Advisory Board Thursday, April 3rd, 2014, 4:30 pm - 6:00 pm City Hall, Conference Rm 41 L Meeting called to order at 4:35 pm by board vice chair, Scott Walker Members in attendance: Lys Burden, Richard Dandridge, Pat Teal, Jolly Wahlstrom and Dick Williams Staff present: Dave Peterson Visitors: Debbie Jahnke, Robert Frank IL Approval of Agenda —Agenda approved by voice vote IL Approval of Minutes —Minutes of the March meetings were distributed, but not approved. III. IV. Business 1. Public Works Staff items: a. Spruce Street/Chestnut r/w/acquisition — no activity b. Trail Project Planning—For the upcoming trail project the City needs to send notice to adjacent landowners on Sherman r/w for the one block of new trail between Hastings and 291h. As back-up, we can do more gravelling of Willamette Street r/w or place four, 8-foot long culverts on a connector trail to the 35�h Street Park Trail. The next trail work day will be on June 14'h (second Saturday). c. Hastings Hill Climb —no action. d. Grant Street SRTS —Dave Peterson reported that the State only signed the agreement for funding a couple of weeks ago, so the design process would be done this year and construction slated for the summer of 2015. The project involves building sidewalks on Sheridan (adjacent to curb) near Grant Street School from 17'h to 19'h Streets. The City is also considering inside-of-curb/protected cycle tracks from 141h to 16'h Streets. Some feedback on the Sheridan Street hospital zone improvements: Dave said the planned planters may be replaced by striping. Bob suggested stripes with a stencil. Pat asked that "No Bikes on Sidewalk" signs be placed to minimize pedestrian conflicts. The current SRTS Grant includes funding for an inventory of how many students are walking to school and an educational forum to happen this Spring; Tyler is coordinating. e. DT Bike Racks — The board noted that a covered rack is still needed at the Cotton Building. 2. SRTS Projects - Dave reviewed proposals for the next cycle of SRTS funding: 1.) improving Center Street from San Juan to Cherry as an evacuation route for Blue Heron School, 2.) improving Blaine Street between Mountain View Commons and the high school. Scott asked about funding for speed tables at Tremont and Center Streets, and Bob suggested that sidewalks are needed on 14'h Street between Sheridan and McPherson, as many neighborhood children walk this corridor. On the subject of grants, the WashDOT Bike/Ped grants focus on safety of urban corridors. Dave said the City was considering an application for improvements along Sims Way near the old Visitors Center building to narrow the street opening, build sidewalks and a crosswalk. They are also looking at the Sheridan/Sims Way intersection and connection to Hendricks. The TIB grant funding will be used in August for sidewalk and street repair on Discovery from Howard to Sheridan. Also Hastings may be closed for roadwork. 3. COMP Update Planning—no discussion. 4. Trail Project/Project List/Grant Street trail work—covered above. 5. RCO Funding - Debbie Jahnke spoke about two grants that are available for trails, now that the updated City Parks and Rec Plan has been adopted. State RCO grants (funding cycle every two years) can be used for purchase of motorized wheelbarrows to assist in graveling trails with only a 20% match, due in May. The WWRP grant requires a 50% match, but we can use volunteer hours if we provided pledge letters from volunteers stating number of hours they will contribute; deadline in July. Scott suggested two projects: the 39th Street "turnpike" treatment for the lowland trail or bridging areas of Walter Addy's ditch to provide access to 35th Street Park from 32nd Street. Some budget estimates were discussed, as well as the need for a wetland survey of 39th St Trail. 6. Trails/Safe Use Articles —no action. 7. Roster/NMTAB —no action. 8. Map Project: Funding, Edits, QR Walk Times, Process —no action. 9. Bike Friendliness Project—no action. 10.Trail for 30th by Ed Choates —no action 11. NMTAB Website—no action. 13. Bike Tour Ideas —Scott to meet with Dave Timmons in two weeks!. 14. 39th Street Trail Plan—Topo maps needed to trace contours of trail. V. General Discussion—none (out of time) VI. Next Meeting: 4:30 pm, May 1 st, 2014; VII. Adjourned at 6:00 pm VIII. Long Term, Continuing Issues: 1. Securing r/w purchase for Chestnut St.Trail easement and Spruce Street connection 2. Designating and marking an official Portage Trail route 3. Hwy 20 underpass and appropriately marking bicycle passage through the Upper Sims Way roundabouts 4. Meet with Timmons;Agency rep invitations to board meetings XI. Action Steps Needed a. Tyler to bring new bike/ped draft map print-outs b. Jolly to meet with Dixie c. Designated Route Task Force to meet at Dick's house d. Lys and Jolly still need to meet with David McCulloch about map project review e. Draft letter to WashDOT still needed to be written about inappropriate roundabout signage for bicycling,potential underpass development at Bishop Park and Kearney Street intersection planning f.
