Community Collaboration
This Memorandum of Agreement("MOA") is made this /9/4 day of Zoe,,, / , by and between the
City of Port Townsend, a Washington municipal corporation ("City") and Port Townsend School District
No. 50, a Washington municipal corporation ("School District").
RECITALS:
A. City and School District determined the desirability of a close collaboration between the local public
library and the public school system in their shared commitment to fostering an education system which
prepares students with 2151 century skills and builds a stronger,vibrant community overall. Further,the
City and the School District intend to foster a well-educated workforce and to improve public access
between the institutions that service our community.
And ultimately, success in this and similar projects has the potential to be used as a tool to recruit and
sustain both businesses and families with young children.
B. Both school and public libraries are necessary to enable everyone to develop his/her fullest potential
as a learner for life. Our libraries strive to provide equitable physical and intellectual access to resources
and tools required for learning. Our community values and encourages learning for all ages believing we
build a stronger community when we collaboratively plan and provide leadership. Professional
librarians encourage cooperation, support resource sharing, and promote each other's programs and
services for all patrons in Port Townsend.
C. The purpose of the school and public library collaboration is to meet the information and learning
needs of Port Townsend patrons,young and old alike. The vision is to further collaborate to ensure
children and youth have the skills and resources necessary to succeed in their life pursuit of learning.
D. The parties are utilizing the county-wide shared information system which makes the collections in
both the City and School District available to all patrons. In order to build collaborative relationships
and to design and deliver successful school and public library services in Port Townsend, school and
public librarians will:
a. Make explicit the commitment to cooperation, collaboration, and communication
b. Interact and communicate in service of program and service development
c. Assume leadership roles in crafting library services
d. Provide a process for evaluation and demonstrate a commitment to accountability
e. Ensure the availability of resources

E. The next step will be to establish a work plan consisting of goals,objectives, and metrics for
determining the success of this agreement.
NOW THEREFORE, in consideration of the mutual covenants and agreements herein, it is agreed by the
parties as follows:
1. The City and School District determine to work together in a collaboration between the local public
library and the public school libraries. They agree to collaborate to leverage time,talent, and resources
in the following ways:
a. . Make explicit the commitment to cooperation, collaboration,and communication by
identifying common goals, involving key people, and evaluating the collaborative process and
reporting outcomes annually.
b. Interact and communicate in service of program and service development by anticipating
program or service needs,complementing each other's mission and role,taking initiative,
respecting and relying on each other's knowledge and expertise, and demonstrating a
commitment to teambuilding.
c. Assume leadership roles in crafting library services by identifying and pursuing new
opportunities, demonstrating strategic choices to improve services, and implementing change
effectively.
d. Provide a process for evaluation and demonstrate a commitment to accountability by
establishing shared goals, objectives, rubrics and desired outcomes, using an inquiry approach
to reviewing and revising strategy and will publicize and exchange results to inform further
action.
e. Ensure the availability of resources through advocacy and grant seeking to develop a
prioritized approach to collection development to broadly serve Port Townsend patrons and
ensure patrons of all ages have the proficiencies to explore topics,are knowledgeable,
competent users of data and technology and adept at applying research skills.
2. General Terms
a. Term. This agreement shall continue in force and effect until deemed otherwise by the
invested parties.
b. Modification. The MOA may be modified by further written agreement upon mutual
acceptance by all parties.
c. Hold Harmless. Each party to this MOA shall defend, indemnify and hold the other party, its
appointed and elected officers and employees, harmless from claims, actions, injuries, damages,

losses or suits including attorney fees, arising or alleged to have arisen directly or indirectly out
of or in consequence of the performance of this MOA to the extent caused by the fault or
negligence of the indemnitor, its appointed or elected officials,employees,officers, agents,
assigns,volunteers or representatives.
d. Applicable Law and Venue. This MOA shall be construed and interpreted in accordance with
the laws of the State of Washington. In the event of a dispute, such dispute shall be litigated in
the Superior Court of Jefferson County,Washington. Before initiating any legal action,the
District Superintendent and City Manager will meet and endeavor to work together to resolve
any dispute.
e. Non-Discrimination. Parties shall not discriminate in any manner related to this MOA on the
basis of race,color, national origin, sex, religion, age, marital status or disability status or any
other basis prohibited by law in employment or the provision of services.
f. Severability. If any provision of the MOA shall be held invalid,the,remainder of this MOA
shall not be affected thereby if such remainder would then continue to serve the purposes and
objectives of all parties.
g. Entire Agreement. This MOA constitutes the entire agreement between the parties. Any
modifications or amendments to this MOA shall be in writing and shall be signed by each party.
IN WITNESS WHEREOF,the parties have executed this Agreement as of the day and year written above.
